In 1897, Fedor Ivanovich Polikarpov graduated from the Voronezh spiritual school on the I category. In 1903, he graduated from the Voronezh Theological Seminary on the I category. From 1904 to 1905 and in 1909, Fedor participated in expeditions of the provincial museum for the study of rural life. In 1912, he completed his education at the Faculty of Law of Saint Petersburg University. After graduation, he became an official of the Voronezh provincial presence.
In virtue of his participation in the expeditions, Fedor Ivanovich wrote several written works: "Historical and statistical description of the churches Nizhnedevitskogo Parish" (1907), "Settlement and creation of Nizhnedevitsk parish" (1908) and "People's life in the image of I.S. Nikitin" (1911). These works were published in the Voronezh Diocesan Herald, the Memorable Book, the Philological Notes, and the Voronezh Antiquity.
In 1913, Fedor Ivanovich Polikarpov served as an official of the Voronezh provincial presence. From 1913 to 1914 he was a deputy head of the Ostrogozhsky parish and lived in the large industrial village Rossosh.
Fedor Ivanovich participated in the 1st World War. He was a Sub-lieutenant. In 1918, he lived in Voronezh, on October, 1919 he was mobilized into the White Army, where he served for less than a month. From 1920 to 1921, he was imprisoned in Solovki.
Returning to Voronezh, he worked in cooperative and financial institutions. From 1925 to 1929, he was a senior curator, an initiator of the creation and the head of the ethnographic department of the provincial museum. In 1929, he became a priest in Kirsanovka village, Totsky District, Middle Volga Region.
In 1931, Fedor Ivanovich was unjustifiably repressed in the so-called "case of local historians" and shot.
Fedor Ivanovich Polikarpov was an outstanding local historian and ethnographer. He devoted his whole life to a thorough study of the Nizhnedevitsk parish. He led many expeditions to collect objects of art and craft and to study the life of peasants. The costumes of peasants of Istobnoe village collected by Polikarpov were enrolled in the provincial museum.
His report "The Ethnographic Characteristic of Nizhnedevitsky Parish" was awarded the silver medal of the Russian Geographical Society and published in the magazine "Living Antiquity" in 1909.
His political views were not clearly defined. Fedor Ivanovich was politically uncommitted. On April 3, 1931 he was arrested and charged with participation in the counter-revolutionary organization. On June 5, 1931 he was sentenced to death. Only July 3, 1978, he was exonerated for lack of evidence of a crime.
In 1914 he was a member of the Voronezh Scientific Archival Commission, the Voronezh Provincial Statistical Committee and the Voronezh Church Historical and Archaeological Committee.
For his contribution to the study of the history of Nizhnedevitsky parish, he became a full member of the Russian Geographical Society.
