Fenton Strickland Martin was born on November 3, 1943 in Topeka, Kansas, United States. She is the daughter of Charles Kenneth and Fenton Lyle (Wambersie) Strickland.
Martin graduated from Florida State University with Bachelor of Science degree in 1964. Also she obtained her Master of Library Science degree from Indiana University in 1970.
Martin held a position of head of the library and archivist of department of political science at Indiana University since 1971.
For her achievements as a writer, Martin won Outstanding Academic Books Award for Choice in 1985-86, and for Policy Analysis and Management and The Presidency in 1987-88, as well as for The U.S. Supreme Court in 1991-92.
In addition, she received Outstanding Reference Sources Award for Choice in 1995, and for The United States Congress in 1980-1990.

Martin is a member of American Library Association, American Political Science Association, Midwest Political Science Association and Beta Phi Museum.
Martin married Edwin Alexander Martin Junior on August 24, 1963. They divorced in June 1987. She married Richard Lewis Pacelle Junior on February 11, 1995. She has a child from the first marriage - Russell Alexander, and a child from the second - Craig Edwin.
