Fusataro Takano was born in 1868 in Nagasaki, Japan.
After finishing at a commercial school in Yokohama proceeded to America to study economics.
Returning home (1896) was appointed editor of an English language newspaper the same year. Soon after in company with Sen Katayama founded a society for encouraging the formation of labor unions in various industries, and then founded Kyoeisha (cooperative of laborers) (1899).
The following year left for China, where he died.
