Garry Oganezov was born on June 17, 1937, in Zhytomyr, Zhytomyrs'ka Oblast', Ukraine.
In 1956, Garry Mineevich Oganezov graduated from the Zhytomyr music school. In 1967, he finished studying at the orchestral department of the Urals Mussorgsky State Conservatoire. In 1973, Garry graduated from the department of Opera and Symphonic Conducting there.
In 1956-1972, Garry Mineevich Oganezov worked as a conductor and teacher at the Culture House and music school in Glazov (the Udmurt Republic), Sverdlovsk, Kurgan, Zhytomyr. In 1972-1973, he was the conductor of the Sverdlovsk Theater of Musical Comedy, in 1973-1975, he was the art director of the Tomsk Philharmonic Hall. In 1975-1987, Garry was the conductor of the Odessa Symphony Orchestra. Since 1987, he was the senior lecturer, assistant professor, professor (since 2001) of the orchestral conducting chair of the Voronezh State Academy of Arts. At the same time, Garry Mineevich was the art director and principal conductor of the Lipetsk Symphony Orchestra (since 1996), guest conductor of the Voronezh Symphony Orchestra.
