Gembe Sengoku was born in Mino Province (Gifu Prefecture), Japan. He was a son of Hisamori, who belonged to a branch of the Toki family.

He served Hideyoshi Toyotomi and was made the master of Awaji Island in the Inland Sea after he took the island in 1681. He attacked Motochika Chosogabe in Shikoku in 1583 at the order of Hideyoshi and spearheaded Hideyoshi's invasion of Shikoku in 1585. He was made the Lord of Sanuki (Kagawa Prefecture) for capturing Yashima Castle. In Hideyoshi's expedition to Kyushu, he displeased Hideyoshi and was demoted. He was pardoned because of his exploits in the siege of Odawara Castle of the Hojos and was made the Lord of Komoro Castle in Shinano Province (Nagano Prefecture). In the Sekigahara Battle (1600), he sided with Ieyasu Tokugawa.
