Iliodor Vasilevich graduated from the 2nd grade of Voronezh school (1922), Soviet journalist courses (1923). He studied at the Natural Sciences Department of the physics and mathematics faculty of the Voronezh State University (1923-1924), graduated from the forest faculty of the Voronezh Agricultural Institute (1930).
In 1922 Iliodor Vasilevich Litvinov was appointed the head of the Boguchar historical and archaelogical Museum. Worked as an engineer of the Voronezh regional forestry Department in the 1930s. In 1921-1922 Iliodor Vasilevich Litvinov worked in provincial museum in Voronezh.
Iliodor Vasilevich Litvinov participated in the World War II. After the war he worked in economic planning Department of the Ministry of Agriculture. He was considered an expert in the field of afforestation.
