Ivan Stepanovich Pavlutsky was born in 1698 in Tobolsk, Tyumen', Russian Federation.
At the age of 16 Ivan secretly went to Kondinsky monastery, in 1719 he took monastic vows.
In 1723, in Tobolsk, Ivan was ordained a hierodeacon and left at the bishop's house. Until 1748 he served as a treasurer and housekeeper.
In 1744 he was appointed a member of the Tobolsk Spiritual Consistory, in 1750 he was appointed Archimandrite of Spassky Monastery and the head of a diocese of the entire Yenisei District. In 1758, he was appointed Archimandrite of Savvino-Storozhevsky Monastery in Zvenigorod and at the same time a member of Moscow Synodal Office. Bishop of Voronezh and Eletsky (since 1761). Arrived in Voronezh in March 1762.
As an opponent of the "Latin language", closed the Theological Seminary and founded two Slavic-Russian schools in Voronezh and Ostrogozhsk, where part of the former students were trained "Slavic literacy". He divided the consistory into 4 “parts”, strictly delimiting their competence. During his lifetime the construction of the consistory building, begun in 1758, was completed.
