A retainer of Nai-ishige Yura, he was the master of the Castle at Kanayama (Gumma Prefecture). Kozaemon caused embankments to be constructed along the Tone and Watarase Rivers and promoted irrigation and other public engineering works to the benefit of the people under his rule. New rice fiields were developed from wasteland under his direction. Water utilization associations were organized so that the agricultural vllages might be free from fear of droughts and reap more farm crops.
