Leonid Safonov graduated from the Voronezh College of Music in clarinet (1950), Faculty of Naval Conductors of the Leningrad Conservatory (now Saint Petersburg Conservatory) (1955).
Leonid Safonov led the garrison orchestra in the city of Paldiski, Estonian SSR (1955-1960). Worker of the Voronezh Regional Committee of the CPSU (1961-1975). He was a vice-rector for academic and scientific work, head of the department of theory of Culture, Professor of the Voronezh State Institute of Art (1975-1995). Lecturer in Cultural Studies, Vice-Rector of Voronezh branch of the Moscow Modern Humanitarian Institute (1997-2001).
One of the founders of the city symphony amateur orchestra (1962), until 1987 its conductor, artistic director, chief conductor. Author of over 250 publications on culture and art, many radio and television broadcasts.
