According to the facts available it seems that Minoura was commander of the guards at the harbor when crew members of a French warship entered the prohibited zone and began acting wildly. The Japanese troops thereupon opened fire wounding more than 10 Frenchmen. As a result of this the French Resident Minister lodged a strong protest, which ended in Motoaki and 20 other soldiers involved being ordered to commit harakiri and the Lord of Tosa Clan fined 150,000 dollars. It is said that Motoaki met his death so calmly that the Frenchmen, being deeply impressed, pardoned nine of the 20 guilty soldiers.
