Served successively as local police inspector, chief of Police Affairs Section of Yamaguchi and Nagano prefectures, director of Police Department of Shizuoka Prefecture, chief of the 1st Section of Wartime Materials Office of Secretariat of Cabinet Information Board, private secretary to Prime Minister, director of Public Peace and Police Affairs departments of Metropolitan Police Board, Governor of Kochi Prefecture, director of Research Bureau of Home Ministry and director of the 2nd Bureau of Internal Affairs Bureau of the same ministry and expert researcher of National Diet Library. Elected for the first time to House of Representatives (1949) and became Parliamentary Vice-Minister of Finance (1951).
