He graduated from Second Moscow State Medical Institute in 1971.
Volodin worked as a doctor in the Tambov region and in Moscow.
Since 1976 he worked as a teacher in the Second Moscow State Medical Institute.
Since 1989 he worked as the dean of the faculty of the improvement of the doctors of the Russian State Medical University.
Since March 1993 he occupied the post of the head of the Department of Educational Institutions, then he became the head of the Department of Educational Medical Institutions and the Personnel Policy of the Ministry of Health of the Russian Federation.
After the administrative reform, he was appointed Director of the Department for the Development of Pharmaceutical Activities, Human Well-being, Science, Education of the Ministry of Health and Social Development of the Russian Federation.
In 2006 he was appointed deputy head of the Federal Agency for Health and Social Development of the Russian Federation (Roszdrav).
On December 17, 2007 he was elected rector of the Russian State Medical University. He is Academician of the Russian Academy of Natural Sciences (1995), International Academy of Sciences; President of the Russian Association of Perinatal Medicine Specialists.
