Noboru Takagi was born in 1908 in Tokyo.
He graduated from Tokyo University in 1931.
Upon graduating from Tokyo University he served as nonregular member of Physical and Chemical Research Institute. He became lecturer (1934), assistant professor and then professor (1941) at Engineering Department of Nihon University. The following year assumed additional post of professor at his alma mater's Production Technique Research Institute (1942).
The same year was conferred a doctorate for his research in ultra-short sound waves. He was also granted Education Ministry's subsidy for scientific research. He was manager of Radio Educational Research Institute. Works: "The Crystal Oscillator and Resonator" and "Electrical Communications."
