Shinobu was born in 1905, in Otaru City, Hokkaido, Japan.
He graduated from Ottawa University, Canada, and later he studied at the University of Toronto.
He was noted for his studies on Mongolia and Mongolians. He went to Afghanistan (1954) to conduct researches on the inhabitants of Mongolian descent in that locality and brought back various precious data and materials. He took part in the expedition organized by Kyoto University, to the Karakorum areas.
He toured China and Europe as a correspondent for the Shimbun Rengo (Japanese Newspapers Alliance) and became a part-time official of the Foreign Office and Koain (Asia Development Institute). He became an instructor of Hosei University and later took the current post.
