Mr. Li was born in Changli, Chihli, China in 1889.
Shu-hua Li studied in the University of Toulouse (France) in 1915-1919, and in the University of Paris in 1919-1922. He received "Ingenieur Agricole" in 1918 in Toulouse and "Licencie es-Sciences Physiques" in 1919 in Paris.
Mr. Li travelled in England in 1919 and in Germany in 1920. He prepared thesis for Doctor degree in Professor Jean Perrin's Physical Research Laboratory in Sorbonne, Paris in 1920-1922, receiving "Docteur es-Sciences Physiques" in 1922 in Paris.
Shu-hua Li returned to China and became Professor of Physics in the National University of Peking in 1922-1930 and concurrently Dean of Physics Department of the same University in 1925-1926. He was acting Rector of the Franco-Chinese University in Peking in 1925-1927, Vice-Chancellor of the Peiping National University in 1928-1929 and acting Chancellor of the same university in 1929.
Mr. Li was a member of the Legislative Yuan, National Goverment in 1930-1932, Political Vice-Minister of Education in 1930-1931, Minister of Education in 1931, Trustee of the Board for Administration of the Indemnity Funds Remitted by the British Government since 1931 and Chairman of Education sub-committee for this Board since 1932, member of the Commission des Oeuvres Franco-Chinoises in 1934, member of the Council of the Peiping Palace Museum in 1934, Vice-President of the National University of Peiping since 1929 , President of the Chinese Astronomical Society in 1932-1933 and President of the Chinese Physical Society since 1932.
