Completed legal training.
From 1902 took part in high-school and workers’ circles. 1904 arrested and, after release from prison, emigrated. In Geneva sided with Bolsheviks.
1906 returned to Russia and did propaganda work among Yckatcrinoslav railroad workers. Moved to Petrograd and worked as Party organizer and propagandist until 1908. 1916 drafted into Russian Army.
After 1917 February Revol member, Minsk Party Committee and Minsk Soviet. April 1917 attended Russian Social-Democratic Workers’ Party Congress. After 1917 October Revol worked in Ivanovo-Voznesensk.
From spring 1918 deputy department head, People's Commissariat of Justice and member, Prosecution Collegium, Russian Soviet Federative Socialist Republic Supreme Tribunal. Summer 1918 appointed member, Special Commission of All-Russian Central Executive Committee in Saratov. Directed Saratov Extraordinary Commission Against Counterrevolution, Sabotage and Speculation.
Helped root out conspiracy in 3rd Army. From early 1919 worked for Ukraine People's Commissariat of Justice. Deputy chairman, Revol Tribunal of 12th Army.
From December 1919 director of investigations, Moscow Extraordinary Commission Against Counterrevolution, Sabotage and Speculation and head, Foreign Department, All-Russian Extraordinary Commission Against Counterrevolution, Sabotage and Speculation. Helped crush alleged counter-revol plots and organizations, such as the “National Center”, et cetera From 1922 chairman, Transcaucasian Extraordinary Commission Against Counterrevolution, Sabotage and Speculation.
