Tikhon (Taras Yakovlevich Yakubovsky) was born in 1721 in Korop, Chernihivs'ka Oblast', Ukraine.
Tikhon received his primary education at the Chernigov Theological Seminary. In the 1750s he studied at the Kiev Theological Academy. During this time he was a member of various Church activities.
Tikhon's career was versatile. Tikhon was a catechist of the Land cadet corps (Saint-Petersburg, until 1760); the Archimandrite of the Spaso-Yaroslavsky monastery.
In 1760, he was sent to Konigsberg (now Kaliningrad), where he founded the Orthodox Church. From 1763 to 1764 he was the Abbot of the Spaso-Yaroslavsky monastery. At the same time, he was a rector of the Yaroslavl Theological Seminary. For three years (1764-1767) Tikhon was the bishop of Seva and Bryansk, vicar of the Moscow eparchy, then the bishop of Voronezh and Yelets (1767-1775). From May 19, 1775, the Bishop of Suzdal and Yurev.
