Toichii Shiokawa became chairman of Mioka Village Agricultural Cooperative Union, Kita-Sakuma-gun, Nagano Prefecture, and thereafter served as chairman of Nagoya Prefectural League of Agricultural Welfare Unions, chairman of Tuberculosis and Medical Treatment Councils of Welfare Ministry and official of many other agricultural and food organizations in the same prefecture.
He became mayor of Mioka Village (1947), member of Nagano Prefectural Assembly (1951) and chairman of Zenkoku Kosei Nogyo Kyokai Remmei (National League of Agricultural Welfare Association).
