Vasiliy Vasilevich graduated from Voronezh teaching seminary in 1893, attended Moscow courses in musicology in 1919.
Upon graduation Vasiliy Vasilevich worked as a teacher in elemantary school in Valiuki district in 1893-1898, worked as a teacher in Novokhopersk college in 1898-1910. Since 1910 he was clerical official of the Voronezh provincial government, employee of the national education Department of Voronezh district territorial justice.
Vasiliy Vasilevich was the chief curator of the provincial museum, and at the same time was the head of the Museum library.
Vasiliy Vasilevich was unreasonably repressed in the 1930s in the so'called "case of the historians". In 1934 he was released on parople, worked in the Voronezh Department of statistics.
In the mid-1890s he published news stories in the newspapers "Don" and "The Voronezh Telegraph". Since the beginning of the 20th century Litvinov began to collect biographies of prominent natives of the region, the history of educational institutions, historiography and bibliography of local history. Vasiliy Vasilevich published biographic notes about noblemen of 1812 war, the article about local historians M.F. De-Poule and N.V. Voskresensky, the Decembrist E.E. Lachinov. Litvinov also took part in preparation of the index on county economy "Woronica" (1919).
