Dikarev Victor Mikhaylovich was born on October 15, 1918 in Princetovka village, Valuisky Uyezd, Voronezh Governorate. Victor comes from the family of custom officers.
He ended the eight grades of secondary school, then two courses of the railway technical school in Kaganovich city, Stalin Region. In 1941 Victor Mikhaylovich graduated from the Kharkov Military Infantry School. In 1948 he ended Vystrel Higher Officers’ Courses.
When Dikarev was the Motorized Rifle Battalion Commander in the 17th Guards Mechanized Brigade (4th armored Army, 1st Ukrainian Front), he distinguished himself during assault-crossing the river Oder on January 25, 1945 near Kyoben town (present-day territory of Hobenya village in Poland) and in the battle on the beachhead on the west bank. Since 1956 Victor was a reserve lieutenant colonel. He lived and worked in Ukraine in Nikolaev town.
