In 1972 Vitaliy Borisovich graduated from the Faculty of Philology of Voronezh State University.
In 1971-1977 Vitaliy Borisovich was a researcher, head of the exhibition department, deputy director for scientific work of the Yasnaya Polyana Museum-Reserve (1988-1994). He was a senior lecturer, associate professor of the Russian Literature Department, Faculty of Philology, Voronezh State University (1977-1988). Since 1994 Vitaliy Borisovich was a head of the research laboratory "School of L.N. Tolstoy” at Tula Regional Institute at the Development of Education. Since 1996 he was a head of the Department of Spiritual Heritage of L.N. Tolstoy in Tula State Pedagogical Institute.
Since 1998 Vitaliy Borisovich worked in Moscow as an executive editor of the "Tolstoy collections", and since 2001 as an editor-in-chief of the "Tolstoy Yearbook". Since 2001 he worked as the director of the State Museum of L.N. Tolstoy.
In 2003-2007 Vitaliy Borisovich was the President of the Russian Committee of the International Council of Museums. Since 2004 he was a Member of the Presidium of the Russian Committee of UNESCO.
The author of about 150 scientific works, including monographs: "L.N. Tolstoy's roman "Resurrection": the Concept of life and the forms of its embodiment" (Voronezh, 1986), "L.N. Tolstoy: Dialogues in Time" (Tula, 1998), many educational and methodological manuals on the problems of humanistic pedagogy.
