He graduated from the music school in the city of Berezniki and the Bereznikov music school as a pianist in 1965. The next three years he studied at the piano department of the Ural State Conservatory named after M.Mussorgsky. He also studied under Sergei Slonimsky at the Leningrad Conservatory from which he graduated in 1971.
After graduating in 1971 he taught music composition at the Urals Mussorgsky State Conservatoire (1971–1980). Kobekin served as a chairman (1992-1995) and and a co-chairman together with L. Gurevich (2001–2006) of the Ural branch of the Union of Soviet Composers. Since 1995 he has been a senior lecturer in the composition department at the Urals Mussorgsky State Conservatoire. From 1995 to 2001 was a Secretary of the Union of Russian Composers (curator of the Ural and Zauralye regions)
