Vladimir Andreevich graduated from Voronezh State University, the Faculty of Law (1974).
Vladimir Andreevich is a lecturer and assistant professor of the Department of State Law and Soviet Construction (at present – the Department of Constitutional Law of Russia and foreign countries) at Voronezh State University since 1997. Since the end of 2003, Vladimir Maltsev became a president of the regional non-governmental organization "EAPC" (Expert Advisory Public Council for preserving historical heritage)
His main professional interests include law problems, connected with political parties activity, ensuring personal, public and national security. He is known as a proponent of a number of civic initiatives, aimed at drawing public attention to the issues of current state and usage of immovable monuments of historical and cultural heritage of Voronezh and Voronezh region.
Vladimir Andreevich became the winner of the all-Russian social projects’ competition "Our parents" in 2006. Also Vladimir is the author of more than 80 research papers. Since 2005 under Maltsev’s supervision more than 30 separate editions were released in Voronezh, devoted to the issues of preservation, inventory, utilization and popularization of historical and cultural monuments. These works included illustrated guidebooks to Voronezh (2005), cities and villages of the Voronezh region (2006), series of booklets, focused on the museums and settlements of the Voronezh region, photo albums with the amazing views of the region (2007).
