Vladimir Evgenievich graduated from the art and graphic department of the Kursk State Pedagogical Institute (now Kursk State University) in 1972.
Since 1972, Vladimir Evgenievich has been a lecturer at the Buturlinovsky Art and Graphic Pedagogical School. Member of regional, zonal, all-Russian, all-Union, foreign exhibitions. Since 1980, a lecturer at the Voronezh Art College, since 1994 an associate professor, professor (2004), head of the department of painting at the Voronezh State Academy of Arts.
In 2002, in the exhibition hall of the Union of Artists, Shpakovsky’s personal exhibition "And sounds suddenly began to speak in colors" dedicated to the singer O.A. Makeeva.
Presented at the Voronezh Regional Art Museum named after I.N. Kramskoy, Belgorod Art Museum, Ryazan Painting Gallery.
