Fernando Salmerón was born on October 30, 1925, in Heroica Veracruz, Mexico. He was a son of Fernando Salmerón-Díaz and Ana María Roiz.
Fernando Salmerón studied at the National Autonomous University of Mexico where he received a Master of Arts degree in Philosophy in 1955. In 1965, Salmerón received a Doctor of Philosophy degree. He completed his postgraduate studies in Philosophy at the University of Freiburg.
Fernando Salmerón started his career as director of the Faculty of Philosophy at the University of Veracruz in 1956. He held this post until 1958 and in 1961 he became Rector until 1963. In 1966, Salmerón took up a post of the director of the Center for Philosophical Studies at the National Autonomous University of Mexico, until 1978. Salmerón served as Fenerea rector at Metropolitan Autonomous University from 1979 to 1981.
Fernando Salmerón published his first book Cuestiones educativas y páginas sobre México in 1962. Later he published such books as Las mocedades de Ortega y Gasset, La filosofía y las actitudes morales, Philosophical Analysis in Latin America and Ética y análisis. His other works were published in such journals as Mensaje, La Palabra y el Hombre, Diánoia, Cuadernos Americanos, Memoria de El Colegio Nacional, Diálogos, Cathedra y Casa del Tiempo.

1971Fernando Salmerón's philosophical projects were devoted to ethics and philosophy of education, and the history of philosophy. In his opinion, moral philosophy and teaching are closely linked, because, as he said, "the language of education is the same as the language of morality." Salmerón’s philosophical projects seek to employ logic and philosophy of science to clarify many traditional problems of ethics or epistemology.
Fernando Salmerón was a member of the Sistema Nacional de Investigadores, and the Mexican Academy of Language.
Fernando Salmerón married Alicia Castro. The marriage produced six children.
