Harumi Takeuchi was born in 1917 in Niigata, Japan.
Studied at Tokyo University of Commerce and became a diplomatic student secretary of Ministry of Foreign Affairs (1938), assigned to U.S.A. Enlisted in the army (1943) and became a 1st Lieutenant.
After the end of the war, worked in several offices of the Foreign Ministry, and served as secretary to the prime minister (1947). Appointed chief of the Second Section of the Research Bureau (1949), chief of the Second Section of the Asian Bureau (1953) and chief of the First Section of the European and American Bureau.
