He graduated from the faculty of journalism of Voronezh State University (1993), Belgorod Orthodox Theological Seminary (1999).
Igor Viktorovich was a priest of the Russian Orthodox Church (1994), archpriest (2004). He was a preceptor in the temples of Belgorod region. Igor Viktorovich was a cleric of St. Nicholas and Ioasaph Cathedral (Belgorod), the head of the press service of Belgorod and Starooskolsk eparchies. He was a member of missionary expeditions to Siberia and the North.
He was published in magazines "Nash Sovremennik", "Vserusski narodny Sobor (Saint Petersburg)", almanac "Polden" (Kursk), "Svetoch" (Belgorod). He is the author of poetry collections "Vera, Nadezhda, Lyubov" (1999), "Vo stranstvii zemnom" (2004) and the book for children "Svyatitel Belgorodsky" (2005) published in Belgorod. The poem of Saint Joasaph of Belgorod "Bran chestnyh semi dobrodetelej s semyu grekhami smertnymi" in Kobelev's translation into Russian was published in Belgorod (2002, 2005). He was the author of literary and musical composition "Angel Svyatogo Belogorya" (2005; with directors I. and M. Bogachev).
