After studying English at Takashima School, Yokohama, moved to Tokyo to attend Keio University and Tokyo School of Foreign Languages (1874).
Later Ishikawa Eisaku taught at Kyoritsu School which was then managed by Shinpachi Seki and entered the Ministry of Finance (1879). After resigning (1882) began editing and publishing an economic journal, and took active part in social and educational affairs. Helped found Meiji Girls' High School and Society for Ladies' Hair Dressing.
