Kapterev Petr Fedorovich was born on July, 7, 1849 in Klenovo village, Russian Federation. He was the younger brother of Nikolai Fedorovich Kapterev.
In 1872 Petr Fedorovich graduated from the historical department of Moscow Theological Academy.
After graduation he worked as a lecturer at Saint Petersburg Theological Seminary during 1872-1878, women's pedagogical courses during 1879-1884, Alexander Lyceum during 1882-1885, private women's gymnasiums during 1890-1910, Women's Pedagogical Institute during 1903-1918, Psychoneurological Institute during 1909-1918. In 1912 he became a chairman of All-Russian Congress on Family Education. In 1919-1921 he was a school worker, teacher, head of a teacher’s seminary, and head of a preschool subdivision of the county department of public education. Since the summer of 1921, he worked as a Professor of the Faculty of Social Sciences at Voronezh State University and at Voronezh Institute of Public Education. Since November 1921, he was a head of Voronezh Pedagogical College.
