Valentin Ivanovich graduated from the Faculty of History of Voronezh State University (1978).
Valentin Ivanovich was a teacher at school of Verkhnekhavsky District in Voronezh Oblast from 1978 to 1979. From 1979 to 1983, he was the All-Union Leninist Young Communist League first secretary of Verkhnekhavsky District Committee. Valentin Ivanovich was the head of the All-Union Leninist Young Communist League in Voronezh Oblast Committee between 1983 and 1987. He was also an instructor of the Communist Party of the Soviet Union in Voronezh Oblast Committee from 1987 to 1991. From 1991 to 1994, he worked as the director of children's rehabilitation center ‘Sail of Hope’ in Voronezh. He ran a department of Voronezh Oblast Duma and Oblast Administration. Since 2004, Valentin Ivanovich was the vice-chancellor of Voronezh Institute of Economics and Social Governance. At the same time since 2003, he started to share his job responsibilities of the vice-chancellor and professor of the Department of Sociology and Political Science.
His scientific interests encompass political processes in a modern society. He wrote over 70 works including such books as: "Russian Parties, Movements in Political Processes and Electoral Technology" (published in Voronezh in 1999), "Multiparty System of Russian Federation and Its Role in Modern Political Process" (published in Voronezh in 2000), "Political Regional Science" (published in Voronezh in 2003).
