Valeriy Ivanovich Rastorguyev was born in the village Studenyy Kolodets, Alekseevsky District, Belgorod region, Russian Federation on November 5, 1958. His father was an agronomist, his mother was a collective farmer.

Education

Valeriy Ivanovich graduated from high school in the city of Ostrogozhsk, Voronezh Region (1975), the Caspian Higher Naval School (Baku, 1980), Central Higher Officer Courses (1981).

Career

Valeriy Ivanovich passed military service on the ships of the Northern Navy (1980-1988). Since 1988 he lives in Voronezh. Captain 1st rank (1998). Head of the Naval Department of the Military Commissariat of the Voronezh Region (1998-2007). Since 1997, engaged in the history of shipbuilding in Voronezh.
