Victor Nikolaevich graduated from Voronezh College of Music in 1965 in the class of B.S. Chuev and Gnesins State Music and Pedagogical Institute (now Gnessin State Musical College) in 1970 in the class of professor E.Y. Liberman. He also completed a postgraduate course in the same specialization of chamber ensemble in 1973 in the class of professor A.D. Gottlieb.
From 1970, Victor Nikolaevich lived in Ufa and worked there as an instructor, head of the Department of Chamber Ensemble of Ufa State Institute of Arts. He performed at the concerts. He worked at the Conservatory of Aleppo in Syria from 1979 to 1981. Since 1987 he worked as an instructor, head of the Department of Chamber Ensemble and Accompaniment at Voronezh State Academy of Arts. He became the vice-chancellor for academic and scientific work in 1994. In 2004,he became a rector.
His essays comprise "Piano Quintets of Composers of Bashkiria" (published in Ufa in 1986), S.I. Taneev: Chamber-Instrumental Ensembles with a Piano (published in Russian Chamber-Instrumental Music at University in Moscow in 1990).
